And in this volume it has been my aim not only to review the actual fighting underseas, but also to present a compendium of information relative to the submarine fleets and arms of the great Naval Powers engaged; which I venture to hope will prove of present interest on account of the prominent part played by the under-water fighting ships and appliances, and of permanent historic value as being the first work to describe the vast preparations and curious events leading to the new "Submarine Phase" in naval warfare.
